Based on the supplement it seems they can only ally to and with CSM. Is this true?

"ALLIES
A Crimson Slaughter detachment can ally with a Codex: Chaos Space Marines detachment as Battle Brother (and vice versa)."

Crimson Slaughter adds the ability to ally with the CSM Codex, it doesn't remove the ability to ally with others.

The rules state "Find the row for the codex of your primary detachment..." The codex of the primary (allied) detachment is CSM not Codex: Crimson Slaughter. It has all of the CSM levels of alliance, plus the added ability to ally with CSM, even Black Legion.

Yeah, supplements expand on the base rules for a Codex. CS and BL are CSMs for the purpose of determining who they can ally with.

So the answer to the question is yes.
