Have to agree. I tried something like this with black legion because of one of the fluff. The Oath Broken were black legion marines that were defeated and shammed and ejected out of their groups. So many crippled csm gathered together and form a war band lacking heldrakes, fiends, predators, vindicators and any good warmachines. They were only armed with the bolters, pistols and any armor they can salvage. Some still had plasma and melta guns and heavy weapons but they had little else.
The big reason why it can work well for regular marines is because they can split up into combat squads and are more than fearless.
I think you can make a good list using 2-3 blobs of 20 csm by giving them MoS and IoE and using huron to infiltrate them.
Before csm had cultist and heldrakes, I remember a player using 3 groups of 20 MoN csm to bubble wrap 2 squads of 10 Plague Marines.
A more viable list adhering to using mass csm infantry could be to use havoc squads for heavy and chosen for elites.
Cypher if he is a legal hq? to grant formation of 3 squads of infiltrating chosen on top of infiltrating d3 units.

20 csm, MoN, 2 Melta guns and combi melta on champ
20 csm, MoS, IoE, 2 Plasma guns, combi plasma on champ
(or just double plasma squad)
Fast:
3x5 raptors with 2 meltaguns.
Heavy:
3x5 havocs, 4 ac.
