Once again, everyone's favorite terrain piece, fortification, ruin?

The situation:

I have 3 battle wagons on a LP each filled with Lootas. Belial and friends assaults all three in one turn.

He wrecks the right side wagon and my 15 Lootas have to hop out. They can't hop out the front due to Belial et al. and I can fit 3 behind the BW wreck in that triangular area. To the left is the center BW still intact (it explodes later on this same assault) and so the only place the remaining 12 Lootas can go is over the side. My opponent says they'll have to take an impact test since they're jumping down, so I do but then says that any models not wholly within 3 inches must be removed from play. The LP is just barely 3 inches tall.

So my question is this:

I've got 11 guys to the right of the landing pad on ground level (one of the 12 who jumped died to the impact test). Some of them are basically right next to the pad but there is a second row on ground level but a base (1") away.

Who lives and who dies due to not being entirely within 3"?

I'm not sure I understand where the confusion is coming from. If you're killed for not being within 3", then any models not within 3" are killed.

I think you just discovered the downside to overcrowding the skyshield. If there is no room to deploy wholly within 3", every model that cannot do so is destroyed.

So no models on the ground level would survive? Well that sucks.

It's far more likely he'd explode them than wreck them. and explodes you can have models in the crater iirc.

Don't wrecked vehicles just become dangerous terrain, thus allowing you to stack the models on top of the wreck? If so, you might even get the 4++ save for any who roll a 1 depending on how the skyshield rules are written (I do not have my books on me).

Correct. But as others have said, you could place models inside the footprint of an exploded vehicle and you could place models on the wreckage of the wrecked battle wagon. Wrecked vehicles become difficult and dangerous terrain. You'd just have to remain an inch away from the assaulters and then take dangerous terrain tests for the survivors.

This is the first time I can remember not getting an explodes result for any BW on the LP in the last few months playing this configuration

Open-topped and usually getting hit with AP2 or AP1 weapons almost guarantee an explodes. I'll be happy sticking them on top of the wrecked vehicle and taking the DT test instead of auto-losing them.

Yeah he rolled four pens, all 2's and 1's for results

Also, even though it's all at int one, do the vehicles still explode in order? He wrecked the right one, exploded the middle which hurt the guys inside and the guys in the first, and finally exploded the left one which hurt the guys inside, the guys previously in the middle (and killed a terminator).

I would like to point out that while Wrecks are terrain, they do not become so until after the disembarkation.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

If it was all at Int 1 then they all happen at the same time

The upside to the skyshield is that getting off or onto it is counted as difficult terrain, so you could have the models just under the trukk halfway between the skyshield and the ground.
