I've always been interested in WWI, more specifically trench warfare so I ask is there a company that makes 28mm WWI miniatures and rules?

GW Historical used to do rules for WW1. Still available though not supported any more.

There's Great War Miniatures although I'm not sure how easy they'd be to get in the US. There's also Scarab Miniatures, Brigade Models (who specialise in Belgians),
Brigade Games (not to be confused with Brigade Miniatures, their site also stocks Great War) and Renegade, although their site has been on hiatus for a long time.
There's apparently also a WW1 range coming from Victrix at some point, which should be good for decent, cheap infantry if their Napoleonics are anything to go by.

As for rules, as mentioned before GW did a ruleset called 'The Great War' that worked similar to 40k mechanically, but it is OOP so you'd have to scour ebay or similar.
TooFatLardies also do a ruleset called 'Through the Mud and the Blood' that works differently in that it is scenario-driven and so doesn't feature any army lists etc.
Some web-searching also turns up To The Last Man, but as I've not tried this one personally I can't really comment on it.

Ebor miniatures do some very nice Belgians and early war French if I am not mistaken.

I like Renegade's style (it's much like Foundry's) but if Victrix is going to do plastics, that's the route I'd go.

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better.

Just an idea, would Bolt Action's rules be viable for WW1? I know some of the more tech options would have to be left behind and losing out on those options may restrict the play but it is a great system.

but I would definitely look at great war miniatures for Germans etc.

Just waiting for someone to bring out plastic ones. Would have thought it would be warlord who will do it first.
