So as I was flipping through my codex, I noticed that under Veterans it says "Any Veteran may replace his lasgun with a shotgun"

Sergeants, as you all know, do not have lasguns. Does this mean veteran sergeants can no longer take shotguns?

Veteran is probably the name of normal unit members. Any Veteran means only them can get shotguns, the sergeant is a Veteran Sergeant,

Correct, No lasgun to exchange = no Shotty.

There is the issue of "Veterans" being both specific models name, and the unit name making all the members of the unit technically "Veterans" but the Wargear list shows their intent with Lasguns being "Veteran/ Veteran weapons team only" to mean the model names.

The only upgrade that comes into question in this instance is the Vox, which you could make an argument for the Sgt to carry(not that anyone takes voxcasters)

From my little understanding of modern military, there is often a separate 'com's guy' within each squad. This poor private, as it often is just a private, is given all the responsibility of lugging around and maintaining the communication systems. Not only does the equipment mark the 'com's guy' as a prime target, communication disruptions are surprisingly devastating to an army, but there is no real upside to the deal at all. Should anything break or fail to function correctly, well now the squad leader has someone to pin all the blame on... which is never good when your army contains commissioners whom are execution happy.

In short, never be the com's guy....

Everything you say is true, especially the In short(with a further: never volunteer information, my fiends first day at boot camp they asked who could play an instrument, he raised his hand. Boom Marching band drums, his instrument he played? Cello. He is actually a pretty good drummer now, but he learned never to volunteer information or ability).

But modern(and past) real-world military has little to no bearing on Codex: space Army; excepting the Never be the Comms guy. The rules are just not as beneficial as the cost incurred to take them(minimum 10 points for 1 unit to re-roll Orders tests, no thank you).

Agreed that it has no bearing, particularly on Rules as Written, but look at the size of those packs!
Even I would be hard pressed not to force someone else to carry it if I had the authority to do so.

Not a true statement to say no one takes them. If the order is worth giving it is worth making sure the squad has every opportunity to get it. I normally take a vox in every unit. Most AM army I see in this area has a Vox in most squads and the PCS.

The 10 points to reroll Ld on 1 unit is 2 pintle mounted guns on vehicles, or a melta in a squad, start adding more Vox casters to more units and the cost:benefit ratio decreases even more(Now you have to add them to platoon command squads as well as the CCS, and then you have to add them to tepestus command squads as well as the Tepestus scion Squads because you want Fire on my target with those hotshot lasguns and so on and so forth) until you realize you could have just bought another unit with all those vox casters.

If an order fails the unit acts normally later in the shooting phase; if a failed order caused the unit to expend its shooting phase trying to decipher the order the cost would be acceptable. But as it is now, I'd rather add a squad to my blob, bring another tank, or add more killy to my units.

But this is getting into tactics or list building.

That was an annoying and unnessary change to the old codex, especially since they let you replace the pistol with a boltgun. I have TWO DKoK Engineer Squads that I run as Veterans with Grenadier and and Demolitions when I use the standard codex (rather than the Forge World lists) and both sergeants have shotguns. Now for games with my friends, they don't care... No one is afraid of my sergeant with a shotgun instead of a las pistol, but I would like to know why the designers made a change that small that could affect existing armies.
