I have been planning on making a diorama of the Battle of Ruby Ford, but I am unable to find a mini of Rhaegar. Testors made on in 2005 but I cannot find it anywhere, and only 1500 were produced. I have found a nice model of Robert from DarkSword Miniatures but without Rhaegar my project has come to a halt.
Does anyone have any suggestions for a model that looks similar or could pass for him with some modifications?

I'd suggest at looking at Perry plastics, the WotR range. Problem is you have to sculpt the dragon designs, though, but with plastics you have an easier time posing him like you want.

If a company that makes plastic model kits [not aftermarket] does single figures it is almost always in 120mm+

Nothing said that Testors Targaryen was going to be in the same scale as Baratheon, so it is likely they sculpted in a very large scale.

That's good, but It's irrelevant to the main point of this thread. This Rhaegor is twice the size of the Robert miniature.

As was pointing out the model in question was 200mm kiddo.
FWIW, said model came in a full diorama with Robert Baratheon.
@ OP I'd imagine with the success of GoT Dark Sword will be producing more ASOIAF minis. It might just be a case of getting them out there. Other than that (I've done a bit of Google-fu on this) you're a bit stuck for a 28mm Rhaegar. I'd look towards historicals (with possible raiding of Brettonian bits for the dragon heraldry) or possibly convert them both when you find two appropriate minis in the same scale.
There is this Bretonnian fig (though he may be a little too fantasy-esq.) He has the right dragon iconography, but other than that he's probably going to fall short.
I think he'd be good in a punt though if all other options fail.
