So guys
what are your tips on starting the new astra militarum? I'm interested in them and plan to use Death Korps of krieg models.

My suggestion is to look at any sort of bundle box like thing, see if the composition of units is something you want, and then plan out how many you'll need to flesh out a decent core for the points amount target goal you have for an army.

After that, I'd look at ebay to see if you can get a better deal then the box deal, if you'd buy individual things.

Look into auctions, and generally start small.

Assembly is pretty annoying to do with a large figure-count army, and can be pretty hard if you over-stock and run out of space to put things.

I'd buy one full unit count of w/e is your favorite looking 'cool' unit, and then probably just flesh out with generally good stuff...that you still like.

Key in around a cool thing that you'll like painting and assembling and be excited to play, even if you're not going to do great with it...because you're going to be new anyway and lose anyway, so you might as well be primed with that exuberant energy at the onset while you're learning the game.

As far as army lists go, you're going to have to wait until people tinker out the new hotness in the newly launched codex.
