Commissar provides a bubble where the units can use his leedership for morale, pinning, fear

What about orders? Do units use his leedership for orders too? Orders are leadership tests not morale tests, so i d say no

For the bubble no they don't use the commissar's Ld. For the unit he is attached to they do use his Ld.

It only counts for orders if it says it counts for orders. If it doesn't, it doesn't.
