Skyfire entry lists skimmers as well as flyers. does that mean that you have to snapshot when targeting skimmers? also, if that is the case does that, then mean blast weapons cannot target them, bc they cannot snap shot?

As an Eldar player, I wish.
Certain weapons have the Skyfire rule and as such must (normally) snap shot at everything else. Skyfire gives an exception for Skimmers. That means things that do not have Skyfire can hit Skimmers normally, and things with Skyfire (with or without Interceptor) can hit skimmers normally.

Note, though, that there are VERY few models that are actually affected by the limitation. Most models/weapons with Skyfire either a) have Interceptor; or b) can "choose" to have Skyfire on a turn-by-turn basis (e.g., Flyers & FMCs while zooming/swooping).

It does affect Flyers and FMCs actually, because you may choose to Skyfire with multiple units but only end up needing one of them to take out the target unit, leaving the other one to be forced to snap fire unless there is another Flyer/FMC/Skimmer in range and line of sight.

Except for the fact there is no requirement to make that decision at the start of the phase. It would affect Flyers with PotMS though.
