Can a flying FMC use an emplaced weapon?
Happened in a friends game, we ruled it as yes because we couldn't find anything that said contrary.

No, in order to fire an emplaced weapon, the model must be embarked in the building. FMCs cannot embark into buildings.
Now assuming you meant Weapon Emplacements (which is more likely):
Is it a non-vehicle model?
Does it have a BS of 1+?
Is it in base contact?
If all of these are yes the model can fire the weapon.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You'll excuse my "reversal of terms" error.

It's a common mistake.
Blame GW for making two separate but extremely similarly named sets of rules for them.

I figured you were asking about gun emplacements. I answered both your actual question and your intended question to make sure my bases were covered.

I wasn't griping, in case it sounded like I was. Just commenting on the fact that they're two similar items with names that are basically the same.

It is a common mistake, so feel free to gripe about Game Workshop using near identical names for two completely different processes.
