Hi guys
I'll be joining a local 850 tournament in a few month and the tournament have restrictions:
No unit wound more than 4
No vehicle with AV more than 34 in total
No flyer
No Artifacts
Max 2 Reserve units
No Fortifications
No special character
Max Psyker mastery level is 2
If you have the option to take flying monsterous creature, you can only have them in glide mode and not swooping

FOC:
HQ - max 25% points from 850(so that means 212 points)
Elite - max 25% points from 850(so that means 212 points)
Fast Attack - max 25% points from 850(so that means 212 points)
Heavy - max 25% points from 850(so that means 212 points)
Max 2 Dedicated transport unit

and this is my army list:

HQ:
Captain (175)
Bolt pistol,Storm Shield,Artificier armour,Thunder hammer,SM Bike

Troops:
Bike squad (190)
5 man bike, 2 Grav-guns (sarge included)
1 attack bike,Multi Melta

Bike squad (190)
5 man bike, 2 Grav-guns (sarge included)
1 attack bike,Multi Melta


Fast Attack:
3 man bike squad (93)
2 Grav guns

Heavy Support
1 Thunderfire Cannon (100)
1 Thunderfire Cannon (100)

So the main tactic is the captain will tank while the bike squad follow around,Popping tanks along the way,while the Thunderfires are covering them and rain death to the enemy!

seems like a normal white scar list. only thing differnt id do is maybe make that fast attack squad into a scout squad to sit back and hold objectives.
