If I'm fielding a SM army using the Raven Guard Chapter Tactics am I able to upgrade my Sgt. in my Scout Sniper Squad to Sgt. Telion? Do I have to be using Ultramarines Chapter Tactics for my army to be able to use Sgt. Telion?

The answer is on page 73? (away from my book - memory) of your Codex.

You need to be using UM chapter tactics to use Telion.

Chapter tactics limits your character choices, it spells it out very clearly in the codex.

I don't have my codex handy either. Just popped into my head really, figured I throw the question out there.

I could always just use the model as Scout Sgt without all of Sgt. Telion extra rules and such.

OR

I could make an allied detachment of Ultramarines. Have my Scout Sniper squad count as my Troop choice. That way I could upgrade the Sgt. to Sgt. Telion. Would just need to add a HQ right?

Yes , the allies way works fine.

Not related to rules, just an opinon, but I dislike that Telion is UM specific. It says right there in his fluff that he is often borrowed by other chapters to train their scouts.
