Bike librarians cannot take storm shields, that's only an option if you give them terminator armor. Regardless, librarians are a good choice for a cheap "I don't know what else to take"
HQ. Attach him in the bike squad and cast buffs or psychic shooting attacks. The Chaplain is not a great choice unless you use him to buff an assault squad or a melee-focused command squad. A captain has much better solo combat stats for the same price, and a librarian is much cheaper and more flexible.
The Dreadnought is fine, though an ironclad might be a better choice (if you have the model)
Scouts are a good troop choice for a
TAC list, but I would drop the missile launcher in favor of camo cloaks. Scouts are sort of a bad platform for heavy weapons, since they're only BS3 and often have to move around to cap objectives. The storm scouts with shotguns are fun, though not terribly competitive. I'm not a fan of combi-flamers (again, I would use those points for camo cloaks). Your call.
I would drop one
tac squad, or drop one scout squad - you have more scoring units than you need for a 1250 point game, and it's costing you dearly in firepower. I would also strip down your tactical squads, stripping them of heavy weapons and combiweapons. I don't think it's a good idea to footslog one of your
tac squads - better that both have transports.
Gravbikes are good, of course, but it's better to run a multimelta attack bike. Stormtalon is good. Vindicator is an okay choice, though it's going to get popped easily when running against some lists. They need a lot of support to be effective, and I'm not sure your list is really geared around making good use of a vindicator.
Your list would probably be fun to play, but my main concern is that it lacks firepower. Thin out your troops a bit and focus on getting more guns to the board.
