Personally I would take out one Plasma gun, and the Heavy flamer from the vets, and invest those points into either another squad or some other upgrades.

Really thats the only changes I would make. Maybe sticking a lascannon and different sponsons on the Exterminator, incase your Punisher decides to shoot a vehicle and your order fails. But thats really just extra.

Not too cheesy at all -- in fact, I think we can make it even better without floating into the realm of cheese. Here's what I think:

Drop:
-Armoured Sentinels: For the Astra Militarum, there are many better ways to get Autocannons, and there are many better ways to get AV on the table. Armoured Sents are too flimsy and too costly to be competitive.
-Wyverns: These things will tear up anything weaker than a firewarrior (orks, Kroot, Guard, etc.), it's true. However, the lists that are doing really well in 40k right now rely on flyers, monstrous creatures, and heavy infantry (TEQs/MEQs). The Wyverns will only be circumstantially useful. And for a buck-thirty points, you want something that is useful every time. Sidebar: you've already got enough Anti-Infantry to pacify a Hive Fleet in your Command Tank Squadron alone. Holy Crap.
-Grenadiers: cheaper in this codex, yes, but you need more mans, not tougher mans. If you want tougher troops, go play Mehreens. Guard thrives on having a lot of boots on the ground.
-Melta/Heavy Flamer Vets: give all your vets the same stuff, in the name of redundancy! I'm a huge advocate of repeating the same unit -- many articles have been written about Redundancy and 40k, so investigate as you please. In a nutshell, by giving your opponent a variety of single-choice units (say, for example, your meltavets), they can target only the units that threaten their army first, thereby blunting your list's ability to hurt their army in the later turns. If you have multiple of every kind of unit, then they will have much harder time eliminating everything on the board that has the chance to hurt them.

Add:
-2x Veteran Squads: at it's heart, 40k is a game of objectives. You need more guys running around the board who can score. Add two squads, and give them transports so they can scoot to where they need to be. Not to mention you'll have four multi-lasers and four heavy-flamers (I recommend HF as opposed to HB on your Chims so that you can objective-clear with them).
-2x Plasma on each Veteran Squad: you can only fire two shots out of the top hatch anyway. Give everybody that juicy 2x Plasma and go to town.
-1x Vendetta: as with the redundancy on your Veteran Squads -- a single Vendetta will fall out of the air as fast as Orville Wright on shrooms. Add another Vendetta so that your opponent's life is harder.

As you can see, this list looks pretty simple. As the Stoics said -- it's better to have a few tools and know how to use them, than many tools that you can't use effectively. Hope this helped!

Thank you Gunny,Ultimentra, and spartanghost for the input. I will have to try out all those combinations. Also thank you Gunny that was a question I forgot to ask on the hull weapon for chimeras, I really wasn't sure which was better.

For 40k do you guys have a rule of thumb of how many troops are generally needed?

Why Exterminators with Pask? One his big bonuses is the guaranteed PE for his squadron, and the Exterminators don't take advantage of that as much as, say, Executioners where you can re-roll the gets hot. Plus, the Executioners are still S7 like your Exterminators, so the list doesn't change that much.

Also, its totally reasonable to have say two squads of melta vets and two squads of plasma vets. You still have redundancy, and also versatility. You might really want them for dealing with other Guard players and their AV14. Right now (with Gunny's list), your only ranged anti-tank are the Vendettas. But that's a fairly minor change.

As for troops, I generally run 1 for every 500pts, and doing 3 vet squads is totally fine at 1500 to add in other support. Removing a vet squad would get you 155pts, which can be a number of things; a Psyker with some arty support, another russ in the heavy slot, or a slew of random upgrades including grenadiers and a third special for when you will inevitably have to disembark.

I magnetized all my Russ hulls/turrets so in reality I can change out to any configuration. I went with the exterminators over execs because with the split fire order, I could shoot at any flyers or fmc's even if chances are slim. Plus their twin-linked even if I already have PE. Honestly I'm just going to have to test everything because I haven't touched the game since fourth ed. haha

As of lately I've been thinking for the HQ tank squadron just running Pask with two vanquisher/lascannon/2 sponson multi meltas for anti tank.

if you want anti tank I wouldn't go for punishers. I would go for a vanquisher. punishers can only hurt AV 11 without rending whereas vanquishers are S8 AP2 armourbane and with Pask that's TL and re-rolls penetration, add in a lascannon and multi melta sponsons and you've got a lean, mean AT machine
