In my last battle we had the following situation:

During deployment of our troops my brother (playing Dark Angels) put his terminator squad in reserve and also a Droppod with his commander and marine squad.
His squad of Scouts he would infiltrate on the table.

I placed my troops (Tau) on the table and infiltrate my stealth team on the table. We rolled who had to place their unit first and I lost the roll.
However as there were no troops on the table from his side, was I allowed to place the Stealth team anywhere I wanted (i.e in his deployment zone)?

You have to be more than 18 / 12" away from any enemy units. Given there are no enemy units, you can fuilfill this by being anywhere on the tbale, assuming you were infiltrating first.

People have used this in the past to deny anyone coming on from reservers, e.g. kroot vs white scars bike army...

That was indeed my observation as well. I deployed my stealth team in the middle of the table and my brother could infiltrate his scouts only on a bad spot as he had to stay at least 12 inch away( out of LOS) from my unit.
