Who has the best and what is it? Well obviously Orks, but apart from them.
To encourage humorous entries I'll begin with the unofficial war cry of my Iron Sentinels (Iron Hands successors).
To the tune of 'Dub Be Good To Me'
To the beat of massed assault cannon fire:
"Mech list, razor spam,
Fluff, have no pity,
You're fighting with Astartes in the big bad city,
This is Grrrrim Dark!
(Pause)
This is Grrrriim Dark!"
Shortened to "For The Emperor!" should the tactical situation require.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

I've always been partial to "Mistakes Were Maaaaade!" or perhaps "I Regret Everything!"
That's what I seem to yell whenever the occasion to yell one comes up anyway.
