Is it acceptable to post up pictures of a fully assembled army and take bids from commission painters in order to find the best fit for the job? Say, in the Painting & Modeling sub-forum?

You could go with the swap shop forum or the standard painting & Modelling forum (your choice, but one or the other, please), but there's no guarantee a commission painter will spot it in either.

I think your best bet would probably just to send the pics to the individual painting companies and get a quote from them separately.
