Are there any groups that are officially sanctioned by the IoM/High Lords of Terra to do artwork/paintings/murals etc? Sort of like the pictographers from the HH, but in 40k and under the title X?

There is not, to my knowledge, anything like an Adeptus Artisans, and there are very, very, very few artists, of any kind, that are famous across the Imperium, or even famous across an entire Sector, excepting to certain groups (like the Inquisition).

Artists and such seem to be commissioned by individual Planetary Governors, Nobles, singular Ecclesiarchs, Rogue Traders and other such luminaries. They find, through their social contacts, artists that they like, and then patronize them, as if it were the Renaissance all over again.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

There are individual craftsmen, who do the bidding of the administratum to create propaganda art. There was a short story in the first Gaunt's Ghosts Omnibus (I think the story was called In His Image?), where a sculptor from Vervunhive traveled with a Tanith patrol in order to gain inspiration for a statue to memorialize the battle.

Think of something clever to say.
