the rule book states that at combat speed vehicles can shoot flamers, at Crusing speed they can't. Flyer's state that they can fire upto 4 weapons at full BS when crusing. How can a helldrake then move at crusing speed and fire a flamer?

No where in the book does it say "cruising speed vehicles can't shoot flamers". Just that the guns they snap fire but even then it depends on the type of vehicle. Snap firing is what prevents firing template weapons and blasts. If the vehicle isn't snap firing its gun then it can firing templates.

Flyers can fire 4 guns at full bs at cruising speed.

18.1" of movement = Cruising speed - check
thus Snap firing - check
a flyer thus may fire at its Full BS - check

so the Helldrake is a Snap Firing at Full BS. Thus it can't shoot the flamer?

The rule on page 80 "Zooming and Shooting" is more specific than the bullet points on page 71 ("Moving and Shooting with Vehicles"). Thus the Flyer is not making snap shots.

(Plus - snap shots at full ballistic? That doesn't make any sense to me. The only precedence for it is the Foreboding psychic power, and the similar rule Power of the Machine Spirit everyone seems happy to shoot Blast / Template weapons with.).

Snap shots have 2 big differences, the reduced BS, and the inability of firing certain types of weapons. I don't see why being full BS (or machine spirited), would suddenly allow you to ignore the other restriction. I am just going off what is written. Trust me it doesn't make much sense to me either.

The flyer rules for cruising speed are the advanced rule. The shooting rules for all vehicles are the basic rule.

Flyers shoot up to 4 weapons at full BS instead of following the normal vehicle rules requiring them to Snap Fire. They are not Snap Firing at full BS.

it is on page 80 under zooming and shooting
Flyers have sophisticated targeting systems designed to work at the fastest speeds. Zooming Flyers can fi.re up to four of their weapons using their full Ballistic skill if they have moved at either Combat Speed or Cruising Speed that turn.
