I just started to build a 1000 pts of World Eaters wich I can play both 30k and 40k (csm).

Here what I had

Kharn (HH/ proxy Khorn chosen)
Contemptor dreadnought with plasma blaster
5 Rampagers / proxy berzerker
10 tac / csm
10 tac / csm
3 sky hunter jetbikes with a multimelta / proxy bike.

Is a good start for playing both 30 and 40k?

1500 is the magic number that seems to be agreed upon when you want to pit 40k against 30k. Other wise 1000 pts should be fine for 30k only.

If I am not mistaken the OP is suggesting that he can use this list for either WH30k OR WH40K. Not to use in a WH30k vs. WH40k game! As for the list itself:

-Do the Tac Marines have any transport or any special weapons at all? 20 purely naked Tactical Marines seems like a bit of a waist.

-Jetbikes/Bikes w/ as much Melta as you can get is always, always, always a yes. Melta + Bikes = A lovely life.

-Kharn is a beauty of a special character, but once again, without transports (which I don't see) he is not an amazing choice. My suggestion is to drop one of the marines out of one of the Tactical Squads. (Yes, 9 is an awkward number!) But, you can then throw Kharn/Khorn Chosen in a Rhino with them. The biggest thing for CC units is that you absolutely need a Dedicated Transport to fly them up the board.

-I myself love the Contemptor Dreadnought. However, I always run the Kheres AC on mine because, well, what is bad about six Str. 6, A.P. 4, Rending shots?

Your list could use a bit of an adjustment, and I don't have any of my codices or dateslates on me, so I would suggest including the points cost so we can see where all your points went!

for 30k, I'd want 20 marines per unit. with a chaplain and an apothecary.

For 40k, you drop the apothecary sadly, but can still have a dark apostle netting for hatred.

For both you want a land raider. Rhinos are poor, but if you take them, try using them as mobile cover, with dirge casters to deny overwatch. 1000 pts is a bit small tho, 1500 is a better points level.

obviously jetbikes are useless in 40k, unless you 'count as' a juggernought (bit of a stretch)

a 1000 pts is for me a core to build around. A land raider will be a good add and maybe some long range artillery... but i have 500 pts to upgrade later

Some rhinos will be good for those tacs so they can get in close and use their shoot bolters twice ability while your in double tap range

The Jetbikes can just be proxied as regular bikes for 40k. In 30k, Jetbikes are awesome. In 40k, Nurgle Bikers are also awesome. But maybe that's just me. YMMV!
