Can a sergeant with access to the ranged weapons wargear list add a combo-weapon (flamer, melt, plasma) onto a bolt pistol, or does he need to have a boltgun?

Sorry that I am away from my books, so I can not give you a page quote, however I do advise you to use the Index at the back of the book to locate the appropriate section detailing Combo Weapons.
They consist of two parts, the Boltgun itself and a one-use secondary Weapon, and both come with the purchase.

Thanks for the clarification. The basic rules are on page 56 of the BRB.

Another thing to keep in mind:
Additional restrictions may exist on what can be purchased, some which require certain war-gear to be swapped out. However, off the top of my head, I do not believe such a restriction exists on the Sargent whom often come with nothing but a bolt pistol to begin with. This information will be verified at the start of the Army List section within the codex, again I wish I could give a page number but it is usually easy to find given it is always in the same place in all the Codex's.

Ranged weapon options in the armoury: exchange Bolt Pistol and/or CCW.

Melee weapons option in the armoury: Exchange any one weapon for a weapon on the list below; First option is a Chainsword(defined as a CCW) for free.

DA Tac Sgt: Has Bolter and Bolt Pistol, may be upgraded to a veteran Sgt. Veteran Sgt has the access both Melee and Ranged weapons list

First exchange the Bolter for the Chainsword, then exchange the Chainsword for Combi weapon.

Note: you can technically exchange both the chainsword that you got from your bolter and your Bolt Pistol for 2 Combi weapons

Sarg does not have to be upgraded to a Vet however.
