So I was watching a video on youtube and this guy using Imperial Guard and a buttload of tanks was doing something very interesting.
He lacked LoS for a direct shot with the main guns of the vehicles, but somehow he was able to see to launch mortars and other ordinances.
Is this legal? I thought you had to have LoS on a unit in order to shoot anything at them.

Mortars and artillery have the barrage rule, meaning they do not require LOS. Everything else needs LOS.

This also applies to Night Fighting as well; so barrage will still work correct? or do we get stuck in the whole "must be able to target first" debate?

No, night figthing says you cannot traget a unit more than 36" away, and barrage does not give an exception to that.

Barrage will affect the cover save offered by nightfight, since its from the center of blast not the unit firing, but it wont allow further than 36" since what Krellnus said was spot on. Often those long range barrage weapons have night fighting anyway.
As for the OP: that army tends to have the most Barrage rules, so most likely thats what it was. Barrage does not need line of sight, however it can only hit top levels of buildings and if it lacks line of sight your BS does not reduce scatter distance. Its not foolproof, but it lets you keep the artillery cannons virtually 100% safe except against specific lists geared to counter that crap lol.
