Let me start by saying I simply HATE the look of games workshop Dire Wolves and Zombies. Zombies I have found a good proxy for in the KoW minis. Dire wolves, not so much.
Do any warhammer scale Werewolves exist? They would look amazing and fit the role quite well, failing that would simple Chaos Hounds or Fenrisan wolves work?

Fenrisian Wolves are brill for this. I have painted two regiments like this, and used them for Sabretusks also.

Obviously basing them correctly is the key too. I would also recommend looking at maybe adapting their design with some flaps of hanging skin with greenstuff etc....depending on how "dead" you want them to look! Using a hobby knife and clippers can also open up "wounds" on them too

I love the Goblin Wolfrider mounts for my Dire Wolves. I have the same opinion as you, the GW Dire Wolves and Zombies are just terrible. The Fenrisian Wolves are the best looking but that's the more expensive route.

I think that Chaos Warhounds and Giant Wolves are far inferior models to the actual Dire Wolves. Cheap, static, and weird-looking.

LotR wargs are also a good substitute.

They're just a hair over $3 each in packs of 6. They fit perfectly on a cavalry base, which you would need to buy separately.

I went this route for my Chaos Warhounds. They fit great on cav bases and look great too.
