WHFB works differently than 40k where you can simply copy a netlist and achieve "victory". The entire game is better balanced and all armies are closer together in regards to their power level.

If you're playing casual level WHFB, and I assume you do, army choice hardly matters. Stay away from Bretonnia and Beastmen, though.

...and really, be honest and don't ask "So what do you think?" when this thread's purpose truly is: "I want to play the most overpowered army, what iz it?".

Skaven would be the most competitive faction the game [but not great more powerful than the other armies]. In the 8th edition rules large blocks of infantry are very powerful in combat, skaven can take many.

In Fantasy, it more or less boils down to individual army lists being 'top tier' rather than a whole book being light years ahead of the rest of the pack.

DoC & TK's for example have the 'worst' internally balanced books of the redone 8th books, but both are able to put up at least one or two ridiculously powerful lists. (DoC especially, due to their 'good' options being among the best in the game)
VC's & Empire on the other hand are likely the two outright 'best' books in terms of both internal & external balance of the 8th ed books, but they don't go around roflstomping their way across the Tournament scene.

Instead, it's more or less a difficulty scale, rather than outright tiers.
Generally speaking, the following are 'easier' to learn the game's mechanics & tricks with;
- WoC, HE's, DE's.
Think of these guys as being the 'beginner' setting. There's hardly any dud choices, and both the army special rules, wide range of viable unit/magic/character options, etc... means you can afford to make little mistakes and still come back from them.

Then you have the middle ground, where most stuff is 'usable', but some options/units require a much better understanding of the game itself as they're overcosted/outdated, and mistakes overall can be more costly
Many of these armies are also highly susceptible to Purple Sun trolling, which can effectively end the game with a single casting aimed down the army's flank;
- VC's, Empire, Skaven, Ogres, Lizardmen, WE's, Dwarfs, O&G's.

Finally, there's the 'hard mode', where the books either still require updating to 8th ed and/or the internal balance is so out of whack that you end up being pushed into taking specific unit builds, while other options will never see the light of day because they're honestly that bad!
Note that these books can still produce highly competitive, (even Tournament winning), builds, but you're very limited in terms of what really works vs. what should only be taken in a list you give 0 gaks about ever winning with!
- Bretonnians, Beastmen, DoC, TK's.
