Is that Ork army build still viable? Basically a 1000 point army without flyers, cans or vehicles? What list could I try without any substantial cost?

It's certainly still possible to run an Ork green tide army, and it is pretty good at low points costs.

I'd recommend you squeeze as many squads of 30 shoota boyz as you can, with at least one, but preferrably two, big meks with KFF.

To fill up the other points, you should look at lootas or Big Gunz (the lobba being the best choice, but kannons also good if you need anti tank). If you choose big Gunz, definitely convert them using plasticard because the actual models are way too expensive.

3 kannons with runts will be about 70, so 3 squads of those are 210 points. That's basically 200 points for 9 S8 AP3 shots that hit on 4+ with rerolls, not that bad at all.

As for anti-air, your mass of shootas should do the trick. 30 shootas will get roughly 10 hits on a flyer, then you're just hoping for glances. Throw some big shootas in there and you're set.

Then all you need is a shield. So, get a thirty man grot squad and throw a mek with a KFF in there. That's 205, and will screen your whole damn army. Where talkin 30 dudes at 3 points a pop with a +5 cover save. It's going to be hard to touch your boys without some clever maneuvering that would just put them in charge range anyway.

So what about a list like this:

115 Warboss (claw, squig, cybork, combi-scorcha)

85 Mek w. KFF

120 30 Grots w. 3 runt herders

235 30 Shootas w. nob (pk, pole, claw) and 3 big shootas

235 30 Shootas w. nob (pk, pole, claw) and 3 big shootas

69 3 Kannons w. 3 ammo runts

69 3 Kanoons w. 3 ammo runts

69 3 Kannons w. 3 ammo runts

Only reason I lost first place to white scars bike list, with TFC, I made a dumb tactical decision and did not tie up the TFC with my deffcoptas

Great stuff fellas...I will look into getting kannons and big meks. I need to finish painting a few grots but these list are doable and I could field them in short order.
