So, Kairos entry indicates that, "Both heads know all the powers from the change discipline"

RAW is codex daemons only, I would imagine. I believe CSM has the discipline labeled Tzeentch.

What I'd like input on is if GW Intended for Fate to have access to the CSM powers.

Why would they intend for him to access powers in a completely different discipline from a completely different codex without saying as such?

The less "of course it fething isn't the case" answer is "no, he doesn't get access to tzeench from daemons. There's no reason whatsoever to believe he does."

Chaos Marines have the "Discipline of Tzeentch," while Daemons have the "Discipline of Change." IF they were named the same thing, then there could be potential argument. But Fatey knows Change, not Tzeentch.
There's the real answer to your question.
