Since we don't have a 30k section...

Under the "Imperial Fists Unique Rite of War: The Stone Gauntlet", there is a Limitation that states:

"With the exception of the Legion Champion type, detachments using this Rite of War may only take a single Consul as part of their HQ selections."

I get that I could take a Legion Champion + another Consul; however, what does this mean?

1. Does this prevent me from taking a Legion Praetor, or other type of HQ?

or

2. Does this simply limit me to one of the other optional Consuls (like Librarian or Forge Lord) and allow me to take a Praetor, named dude, and so on?

Am I reading too much into this limitation?

The consul is an upgrade to the centurion hq choice. Essentially you can take as many praetor or centurions as your force org allows.

Those centurions may be upgraded to champions for a cost and 1 may be another consul (like say librarian) but no more than 1.

You could also have plain centurions and a single non champion consul

Well you would need a Praetor or another Master of the Legion Hq in order to take the Rite of War. Remember that a Praetor is a separate entry to the Consul and the Age of Darkness has 3 Hq slots though so it wouldn't be an issue to take a Praetor and two Centurions.
I think however the restriction is that you could only ever take one Consul if they were any other type.
