How do you resolve shots from (for example) a devastaror squad against void shields if the av of the void shields is worse than the av of the unit with void shields, so if I shoot a war hound titan with a debastator squad and it has 1 void shield left am I aiming for the av 12 first then the av 14 once the void shield is gone or are the rest of the squads shots effectively lost?

Roll To Hit.

Count up the successful hits as normal.

Resolve shots one at a time against the shield, until it goes down. All further hits are resolved against the unit the hits were generated against.

Void shields are effectively "extra" hull points at AV12, in addition to the vehicle's normal hull points. These "extra" hull points get removed first. In your example, the unit shoots at the Warhound, rolls to hit, rolls to pen, removed 1 void shield per glance or pen at AV12 or higher until all shields are down, then apply any remaining glances or pens at the vehicle's AV or higher.

If you are asking in what order are the glances and pens applied, there really aren't any rules covering it. Best practice is to either slow everything down and roll for pen one at a time, or fast roll and let model's owner choose the order. Personally, I'd go with fast rolling, for the narrative.
