Is it true that Astra Militarum = IG?
These Imperial Knights and Militarum Tempestus look awesome - are they worth it?
The hobby seems more expensive than ever - is it advancing at all or is this just a bunch of money grabbing by GW? (I know it always boils down to the money, but its hard to believe the way things look now that the prices are anywhere near justified . . . I mean, phycic power cards? really?)

Imperial Guard are now Astra Militarum yes.
Generally speaking - not as their own thing based on what I've heard because you get very little for a codex price. They are ally armies more than anything.
Depends what you mean by advancing. There are a lot more options than when you left I bet and there's a new edition this week too I believe.

Knights are ok, but a lot of people wouldn't like playing against them because of strength D.
Tempestus is very one dimensional, and probably not worth $50 for the "codex" which is more or less a few units and some background info, most of which you can get in the regular AM codex.
You will get a bunch of people complaining about GWs money grabbing while a few defend it, but yes it has gotten more expensive and plenty of it seems like money grabbing. You can still pick and choose which random crap you buy though, and there are ways to get discounts (eBay, FLGS, Dakka swap shop, etc...).
With 7th just around the corner, we'll see if anything is "advancing." Not many people have high hopes, but I'm sort of excited to see how it shakes out.

Yes.
Depends on what you're looking for.
Yes. They have nicer miniatures now, and the books are hardback and in color, etc. Plus, welcome to the world of central banking: prices go up.

Hey, i'm all for capitalisim, and ultimately, my wallet (and my wife, and my kids) makes the final descision as to whether these things are too expensive . . .
Its hard to determine value for price without:
A. Buying stuff
B. Asking others who have bought the stuff
Which is the crux of my last question in the original post.

The astra militarum codex is well worth it. I was very happy with my ebook purchase (cheaper and doesn't require storage space, fits well with me).
The imperial knight and Tempestus are widely considered a poor value for your money. I would agree unless you are really really interested.
The thing is that GW is now offering many more options and products but the core of what you need to play has not changed significantly as you still only need a BRB, codex, and army.
Also the new kits tend to have many more options but be more expensive. Many people have decried this as a money grab but if you can use ebay you can often get the difference or more back from selling the bits. Except for the eldar, they just straight increase in price without any new sculpts or parts.
The cards are actually a nice item if you play a lot of games or with a lot of psykers. They make the process of generating powers much much faster and make keeping track of who has what power much easier.
