I've been looking to get some decent 28mm police figures for use in anti-zombie skirmish games, but I'm having trouble finding any that I like. They seem to suffer from one of two problems: they're heroic scaled and look incredibly mushy, or they're just plain ugly sculpts. I'm looking for something that's more true-scale, with a preference towards SWAT or riot type cops. Any suggestions?

Try Wargames Foundry's Street Violence line. Good variety. However, I've found Wargames Foundry's customer service flaky. In the past, they've lost one of my orders, won't answer e-mails about their products, and when they've actually taken one of my orders without losing it, they've taken about 8 weeks to fill it. So I no longer deal with them directly. Let some retailer deal with the problems and I'll buy from the retailer.

Best police I have ever seen:

They are fairly realistically proportioned, and come in at the 28mm height pretty closely.
RAFM have some nice ones in their Modern Day Heroes line, but they are taller than 28s...much more in line with 32s:

Foundry's stuff falls within the realm of being too heroic scaled for my tastes. It's a shame too, because they've got a good variety.
Those Tactical guys look pretty good. For generic cops, I think you're right, they're probably some of the best looking ones. Too bad their SWAT guys aren't quite as good.
Does anyone out there make any decent looking, true scale SWAT or Riot Cops?

The Assault Group has some more - though like Foundry...they are more on the heroic side of things.
West Wind makes some as well for their Roadkill line - though like RAFM...they are more on the 32mm side of things.
Victory Force do some riot police - but they are 32mm and up (actually scaled closer to 1/48 scale...so 34 or 36mm depending on the school of measurement you fall into).
There are single figures scattered through different lines as well - some are more heroic, some are more 32mm.
