Why?

Have a look at the back of your 140 dollar rulebook.

Are they not dark angels? nay, are they not dark angels from DV?

As supporting evidence I compel thee to look at the backs of your fantasy 7th ed and 5th and 6th edition 40k rulebooks, and tell me that the armies therein did not correspond with the starter kit.

The new Sick Man of Europe

Simply updating DV vengeance with the new rulebook seems a good idea. They already have a box full of great plastics for 2 of the most popular armies, so they have no need to replace it with that crappy BA vs orks mini-box.
