Well, none of your seer councils have fearless, also you can only take the stone once per army, you also have no H&R. So for those reasons i'm voting for 2nd list.

In Battle-Forged armies, the Primary Detachment is a single detachment (which includes your Warlord).
In Unbound armies, the Primary Detachment is comprised of all models that come from the same codex your Warlord comes from.
You get ONE Primary Detachment.

As to including all those Warlocks....
The Eldar book quite clearly and simply states that "Each Primary Detachment in your army may include up to one Council of 1-10 Warlocks." Warlocks are only for the Primary detachment, as no permission is given to take them in any other type of detachment.

There's no permission to take Warlocks at all unless Eldar is your Primary Detachment. Once you are Battle-Forged, and Eldar is your Primary, you may only ever take a maximum of 10 Warlocks, since you may only have one Primary Detachment, and you are limited to 1-10 Warlocks per Primary Detachment.

If you go Unbound...then you just need an Eldar model as an HQ, which makes Eldar your Primary, which means you may take up to 10 Warlocks. STILL no permission to take more than 10 Warlocks.

So 10 Warlocks is the maximum amount you are ever legally allowed to include in an army.

I have yet to see the 7th Ed. rules in person, but I have no doubt that when I do such matters will be cleared up cleanly and unambiguously.

What is best in life?
To wound enemy units, see them driven from the table, and hear the lamentations of their player.
