For the HQs in my eldar army, I wanted to know if I could give both of them the same special weapon from the Remenants of Glory list, specifically the Shard of Anaris. Is that possible?

You'll have to check your Codex, but I'm pretty sure it states only one Heirloom (or whatever each codex calls them) per army.
