Is 511pts too much to pay for 10 Terminators, with an additional 162pt Terminator Lord to head them?

I wouldn't risk that many points. They can still be killed by plasma stuff, lascannons, big smashy creatures with higher initiative, etc.

I would suggest that you don't...but the best way to run Terminators is 3 w/ Combi Meltas. I don't think thats what you were going for though, so I'll leave others to help.

If you face Eldar or Tau on any sort of regular basis, I would heavily advise you NOT to do this. Tau can drop multiple intercepter AP 2 Pie plates on those bunched up termies before you even get to shoot. And for Eldar, well, every single troops choice we have in the Codex has a gun that is AP 2 on a to-wound roll of a six, so, yeah...God have mercy on your soul if he has wraithguard with AP 2 Flamers.

This is for a tournament. I've decided I want to do fairly well, so I needed some heavy weapons and heavy armour. I've no idea who my opponents will be.
It seems nearly every combination of units has a weakness. I realise I'm playing the CSM Codex and I immediately am at a disadvantage because of that, but surely Terminators are good against some things, right?

I have a similar big bad ass unit of terminators. Great fun to play with. My advice......get a couple more melt as in there!! Really you want to drop down and smash open a tank so other units can target whats inside. Go with 3 or 4 combi meltas. 5 if you can. Keep them basic an once they have fired off that melta shot use them to shield the other guys so you don't lose your assault capabilities.

Nothing's really wrong with Terminators, they're just expensive elite units that you use to take on tough threats. You don't use them as the core of your army. If you take a squad of 11 of them, you'd have to be playing a 3000+ point game for that to even be worth it.
If you want to field tons of terminators, go with JUST terminators. No upgrades. They'll be good at clearing out zergs and tough enough to survive the backlash, making them fairly decent at cleaning house against a horde player. If you field only a few terminators, like the suggestion above I'd go with three of the same combi weapon and focus on destroying what they're good at.
Just don't go with a huge upgraded terminator army because a few bad rolls and you're already losing more points than you can afford to. Better units don't necessarily win games when you can just throw lots and lots of dice at them.

I'm stuck with those upgrades though as I've already built the models. Just when I was doing the maths afterwards I realised they are quite expensive. I might try them in a friendly to see what happens.

Here's some advice you might find useful coming from a fellow Chaos Player.
Take your Terminators and run them bare bones Power Weapons (Axe, Maul) and don't bother upgrading anything to Fists or Chain Fists and the likes. Give them the 5 point upg for Combi-Plasma/Melta/Flamer and just have it written down somewhere your opponent can see what they have. Don't bother giving them Marks, don't give the champion anything like Gifts of Mutations, don't bother with Reaper Autocannons.
The basic point of a Chaos Terminator Squad, is essentially that they're super cheap, and draw fire. A simple squad of 3 bare bones Chaos Terminators with 3 Combi-Plasma outfitted with Power Axes costs 110 points. If you'd like 1 or two Lightning Claws in there, sure add em in if you'd like to keep a bit of WYSIWYG. They're 3 points. But theses buggers are meant to draw fire away from other nasties your army can bring to the table. Deep strike them somewhere your opponent needs to deal with them, if you're lucky you'll pop a tank with Combi-Plasma or Melta. They're supposed to be expendable.
Now if you want them to be more beefy, I suggest taking 4 in a Land Raider DT and throwing Abaddon in there. Take the Mark of Slaanesh on the Terminators and give them the Icon of Excess and viola! All your Terminators (And Abaddon!) now have FNP. Outfit them however you want.

In competitive meta they're not doing anything. No matter how hard you try. They're not bad as a melta/plazma-deathdrop but just not worth it. Good for fun games though.
