As the topic asks, with the change in jink saves meaning our serpents/prisms/falcons have to decide to either neuter their shooting or take more hits does this make the +15 point upgrade worth it anymore? While it still helps when in cover its no longer the almost auto 4+ save it used to be. So, still worth it? or made less auto-take?

It's a 3+ when you jink, correct?
I'll try them out, I feel having scoring wave serpents that are hard to hit, harder to kill (new damage table) etc. may balance out. They're not as firepower-oriented as before, but with the serpent shield on top... they seem tough.

Well there are other way to acquire cover besides jinking, meaning you can improve your cover save AND shoot.

At this point I'd say if you're running them as gunboats more than transports then no, but if you can spare the points then it'll make them 17% more survivable.

Yes, Holofields are worth it.
Remember that dedicated transports count as being whatever element their unit is -- thus, Wave Serpents brought as Dedicated Transports for Troops are counted as Troops. That means that they have Objective Secured, and thus can't be contested as easily.
You will move a Wave Serpent next to an Objective, and you will jink for a 3+ cover save. They must blow up the serpent if they're going to stop you from taking the objective.
