I think I know the answer to this...but I want to make sure,

If I give my Carnifix Crushing claws is is HoW hits S9 or 10? I'm assuming 9, just want to make sure.

You gain +1 strength when you use it.
HoW isn't using a weapon, and explicitely doesn't get any special rule (unless otherwise stated)

Hammer of Wrath uses "unmodified strength" which means it would be str 9, as the crushing claws modify it's str by +1.

That's what I thought. So, how would this play with the haruspex? His stat line is S6, but he has claws in his wargear. Are his HoW S6 or S5?

Wargear modifiers are never included in the statline, unless specifically told so (such as Marks of Chaos).
