I think that only the Primary Detachment is eligible to have 4 Heralds, meaning that the list is currently illegal. You can only take 1 Herald per HQ in the latter Detachments. You could swap the Blue Scribes position with 4 Heralds and thus preserve Kairos as your Warlord, but your army is still 2 Heralds too heavy.
Of course you could simply replace the 2 CBA Detachments with 4 Allied Detachments, spread the Nurglings between them, and then you'd retain a legal list. Provided that you can take Heralds in a not-Primary detachment.

The FAQ just removed the primary detachment requirement
