You should move it our of tutorials as its not a tutorial.
i assume the green transparent plastic is separate.
What is the color scheme you are going for?

Click the yellow triangle at the top right corner of your post and ask for a move. Edit: Its probably resin. Clean it off with water and soap. scrub it down a bit to remove any release agent. Prim the model properly, then paint as normal as any other plastic model.

Coming from Micro Art - it would be resin...at least for the bottom. The top is probably laser cut acrylic or something comparable.
Wash with soapy water, prime, paint. Pretty straight forward in terms of the process - pretty much like prepping anything else.
Been awhile since I have seen any of there stuff though - so I can not recall if there will be casting blocks to be cut off. If there are - razor saw to remove those.
