What are some good allies for VC? Thinking Tomb Kings (Because Undead with undead, some fluff base stuff and the models look nice) or OAG (High Leadership orks? Hells yeah!)

There's no real rules for allies, just a few lines saying who's a baddie and who's a nice guy
You'd have to houserule a lot to play with allies

What I would advise is using the old rules:
up to 25% of allies
from those 25%, you then apply the usual values (hence 6.25% of allied rare for instance)

Well, allies system has been discontinued for WHF, there used to be the Dogs of War book, a book of mercenary units that everyone could take.
If you want to play along with another army, you can play 2v2, and if 4800 points per side seems too much, reduce it to 4000 per side, meaning 2000 per player. In a 2v2 game, I think Ogres would be a good allly, because they have good shooting units, unlike VC, and they are quite faster.

In the fluff Vampires have allied with:

One entire province of the Empire is under Vampiric control - so you could take elements of the Empire list - some would not work but many would - basic state troops and Knights for instance.
Empire Knightly Orders have been entirely under the control of Vampires in the past.
Dwarves (Time of Legends) against Orks, ended badly in later years but together they smashed an entire Waaargh
Pre Empire civlisation's - usually in a dominant role against Orks and Chaos
Minor alliance with Dark Elves as raiders
Bretonians have been commanded by Vampires and IIRC there was even a minor civil war?
Chaos Dwarves have supplied weapons to them - Mannfreds sword for instance and would consider ally wtih them I would think
Ogres are mercenaries anyway

Tomb Kings (and especially a certain Queen) tend to be out to destroy the Vampires
Chaos hates them
Elves (wood and High) are very unlikely to ally if they realise what they are and summoning large armies of the Undead tends to do that.
Skaven tend to want the warpstone that Vampire can use for themselves
