This is a very cheap CAD I came up with (although I'm sure many people are thinking similar thoughts).
CAD is also short for "Canadian Dollars," and this list is meant only to supply WC to your pool in the most points-efficient way possible, hence the cheap battery. Thus, the name "Cheap Canadian Battery." I don't know if Coteaz is Canadian, but he is now in my head. "Go peck out their eyes, Psyber Eagle! Eh?"
Grey Knights:
HQ Coteaz - 100pts
6x Henchmen unit: Psyker + 2 Bolter Acolytes - 120pts
Total: 220pts.
At 27.5 points per WC, this is one of the most efficient ways in the entire game to get WC. If you add a Psyback to each unit, that changes to 37.14ppWC, but you also raise to 14WC, and get some decent shooting.
Roll the Psykers on Divination, and position them behind your GKSS/Dreadknight for Prescience. Roll on Telekenesis and shoot a few Assail beams across the field, slowing your opponent's advance (or getting a 10/1 Large Blast!).
This also puts many many more units at your command, and really helps in the Maelstrom missions. Your better units don't have to sit around and babysit objective, because these tiny squads can easily hide out of LoS and garner you Tactical Objective points!
Edit: I tried it out tonight against Eldar, and it worked decently. Having the additional WC to DtW on Fortune was really helpful. And controlling all those objectives garnered me 13 Tactical VPs!

it would have to run as a Inq. detachment... doesnt the BRB say that if the Character has pre-chosen powers he has to take those...

According to the GK FAQ (published yesterday), none of these models have pre-selected powers, and must all roll on the BRB tables. Read your FAQs!
The benefit of GK faction, over Inq, is that you can have 6 units of these guys, instead of only 3. Also, if you choose to take GK Psybacks, they also generate WC, instead of not doing so with Inq.

He's PML2 in his Special Rules. The FAQ does not change those, it simply changes what Psychic disciplines he may use.

Yep, already mentioned in the OP. The downside to that is making the CAD about twice as expensive points-wise, and 4x as expensive $$-wise. If you have the points (and models), try it out. But as I already posted, it does raise the ppWC pretty significantly, and thus turns into a "Fair-Priced Battery" instead of a "Cheap Battery."

Meh missed the that. herp derp is referring to the scoring vehicles. Edit: wait that was what i though you had no reference to GK rhinos only psybacks rhinos being much cheaper as well. Ether way its interesting. not really survivable but has great potential for being such MSU and being so cheap you should have plenty of threats.

Psybacks are only 10pts more than a Rhino, a pretty good deal for TL Str6 3shots. While your opponent can safely ignore a Rhino, having the Heavy Bolter makes them put shooting into killing the vehicles, instead of killing your Psykers.
Both vehicles are scoring, so he WILL have to destroy them eventually. But with Psybacks, he has to kill them NOW, instead of at his leisure, later in the game.
Think of it this way: for 10pts more, you can now kill Dreadnoughts and Drop Pods! I'd say that's probably the better choice.

Ah when i think Psybacks i think psycannons (assault cannon razors) which are substantially more expensive.
