Basically, the way the SoB normally live is isolated on their monasteries, very much detached from contact with others. So there's not going to be a great deal of interaction with the locals. As for how their use their homeworld, it's more or less just where they live whilst they're not out on a campaign,
However, they might interact with the local population on occasion. As the SoB codex says, one of their duties is to act as enforcers for the Ecclesiarchy. So, for example, if a citizen hasn't paid a debt of some sort to the Ecclesiarchy, then the Sisters get sent out to intimidate said citizen into paying up. They would also, obviously, take action in the event of severe civil unrest, and invasion, or heretical activity within the population, so that would also be an interaction of theirs with the public.
So, in summary, the SoB mostly just live on their homeworld, and will act as enforcers for the Ecclesiarchy's interests on it if needed. They would also, obviously, act as protectors on it. So yeah, they are a little more detached than Marine Orders, but they still play a visible role within their "homeworld".
