Title pretty much sums it up quite well, white scars, iron hands and smurfs are drastically better, raven guard is debatable as to whether its better or not, and even basic fists are better. I'm hoping that assault becomes better in this new edition as at present the most efficient way of running templars is through the use of builds that would be more efficient if run under a different chapter tactics

Mmm in 6th yes they were alright but not amazing

However, in 7th Adamantium Will (deny the witch +1 bonus) is mildly more useful.

I wouldn't call them the weakest; that title belongs to Raven Guard in my eyes. I'd also consider them to be equal-or-better than Salamanders and Ultramarines. They aren't the best while White Scars and Raukaan are available, but neither are they the worst.
It's so easy to look at their tactics as being limited to close combat, but the real strength of them is the Crusader squad. The combat buffs are a smokescreen covering up Las-Plas squads with meatshields in the way, something that I believe will take you much further than MCing your Combi Melta or rerolling saves against fire.

Regardless of what the fluff says they should be, Crusaders present the Templars with the best firepower-Troops in the book and they need to capitalise on that to justify the Chapter Tactics, because it isn't justified by occasional Rending and Adamantium Will.

Sweden

7th edition buffs us by providing Objective Secured Land Raider Crusaders. I was previously of the opinion that BT and RG were the two weakest, but with this buff I feel that Black Templars, while not amazing, are better than the Raven Guard CT.

It's still by far the worst at making the Chapter playable in a fluffy way though.

You also get the Crusader squad, which is something that, as a purely First Founding player, I often look enviously at when list building. Being able to take meatshields (cough, I mean Neophytes, cough) on troops Assault Squads with Dedicated LRCs that are now super-scoring is pretty awesome.

Raven Guard Chapter Tactics are pretty universally agreed upon as the worst. Which is unfortunate.

BT CTs are pretty good, but as Walrus said, they continue the 5th edition trend of obliging you to field the chapter in a manner that runs completely contradictory to how they're portrayed in the fluff.

I'm not seeing the reason for disliking the RG tactics, scout across the whole army essentially puts you a turn ahead in the movement game, and in the age of varying objectives, that must be even more handy. With rhinos, you can be almost anywhere by the end of T1.

The JP part is less good, but still has its uses.
