Would they generate 1, 3, or 4? I believe it is 3.

They have a ML of 1 from being a brotherhood of psykers, which would initially mean the unit adds 1 warp charge to the pool.

However, the rules do say you get to add/subtract warp charges if there is a rule. I believe the Magic Made Manifest qualifies as that kind of rule. I would interpret the Magic Made Manifest to mean they get a total of 3 warp charges (not +1 from ML and +3 from Magic made Manifest = 4 total).

And the 3 warp charges go to the pool for the entire army. Not just warp charges the unit only gets to use.

You are correct. The rule says instead of 1, generate 2-3. It's still ML 1, but adds up to 3 charges.

Which is something to remember when 10 + 10 horrors only generate 2.
