I found this looking around 1d4chan.
http://1d4chan.org/wiki/Codex_-_Thousand_Sons
I didn't do this.
Magnus has a limit on biomancy, and can supercharge his powers for an extra warp charge.
Looks GREAT!!!
Some things are hilarious even if they are intended. Like Magnus being able to drain all his charges into Crematorium for some ungodly 30 inch- 34 inch (17 inch radius) blast centered on Magnus (with no scatter) dealing a S:10 AP:3 autohit to everything within range. Just deepstrike him in and wipe out every non TEQ, Vehicle, or Titan your opponent has. JESUS.
I think this is something people would agree to, and it's probably better than anything we'll get from FW or GW.

Finally found my quote from a gym buddy born and raised in South Korea:
"It is the soldier, not the reporter who has given us the freedom of the press.
"It is the soldier, not the poet, who has given us the freedom of speech.
"It is the soldier, not the campus organizer, who gives us the freedom to demonstrate.
"It is the soldier who salutes the flag, who serves beneath the flag, and whose coffin is draped by the flag, who allows the protester to burn the flag." |

It needs to be re-written and balanced, outside of that there are some interesting ideas presented.

Yeah I've seen that before, it has a lot of great ideas!
I've played around with some TS custom rules for some time now and with the new Psychic Phase in 40k, some ideas that were so simple are now very very appealing.
Let me explain- one of the gripes people have against TS on the tabletop is that while the sorcerer might have an anti-tank weapon, the squad pays premium for Ap3. Old news, I know.. but now that we can blast a psychic power at a different unit, it makes TS even better with simple custom rules instead of all the detailed things I've been using recently. Where the old Bolt of Change (Lascannon) would be seen as "meh" on an Aspiring Sorcerer a few weeks ago, it now looks quite tasty because he can pop a tank while his Rubricae slaughter a tactical squad at close range.
Try creating your own d3 table of custom Tzeentch psychic powers that open more options for TS. People are very receptive to simple changes and rules, I've found.

The Eldar and Necron codeces have more offensive balance issues.
Balance. Such an ignorant word.
Certain armies do things better. That's the way it's intended.
That said the aforementioned 34 inch blast Magnus can pull off every turn.

Yes, and what would be your point?

Just making it known. No real point.

What?
Like an irrelevant post?
Like what you're doing after said tangent was over and done with?
Either way, onto the rules.
I'm going to hand out 2 printed copies to store managers who know me by first name. See what they think.
I don't think 1k sons should have Daemon Princes in any significant numbers to have a nameless customizable DP. They only have 1000 sentient dudes after all.
