Does warp blast the same roll to hit on flyers and ground units? or is it the same as 'shooting' at flyers?

If Warp Blast is the one which uses the blast template, you cannot target zooming flyers with it at all. This is specific to all blast template weapons.

Depends on how the flyer is moving and If the warp blast is a shooting attack. If the warp blast follows the rules for shooting, only snap shots can be made. Unless the shooter has skyfire, any template, blast, or other attacks that don't roll to hit, cannot hit a zooming flyer (p84). If it is hovering, it is treated as a skimmer (p85). It follows the rules of shooting at skimmers on p89.

I don't know the rules around the warp blast or zoanthrope but I would guess its a blast weapon or something that would hit automatically so it would not be able to hit a flyer unless it had sky fire.

It has 2 profiles, a blast and a lance

I think the lance would be manifest as a psychic power as normal, but then you would need a To Hit roll of 6 to actually hit the flyer. It's not an effective anti-flyer weapon.
