This is only because I'm bored, and using a string of paid days off that have been building for 3 years.
This is not to start gak, and is only a thought excersise, due to FW announcing the won't be doing an Emperor model or rules.
I don't want to hear anything about fluff, because the Emperor overpowered a possibly unsharded Void Dragon, Caused a legion of 100000 super soldiers to kneel, stopped time to talk to someone, opened a large warp storm engulfing a solar system, has a sphere of influence covering the entire galaxy, and is hideously more powerful than a guy who moved the Terran moon. To name a few.
This is still undershooting him by a large margin.
Here we go.
Unit Cost:1350 points
Unit Army: Legion Space Marine
Unit Slot: Lord of War
Unit Type: Gargantuan Creature (the Transcendent C'tan is a GC simply because of its immense power, and because making a 700 point infantry model is silly)
Unit Formation: 1 Emperor
WS:9/ BS:7/ S:7/ T:7/ W:7/ I:7/ A:7/ LD:10/ SV: 2+/ 3+
His stat line is composed of the highest stats among all the primarchs, due to the general stance that they each inherited something from him.
Special Rules: Psychic God, Psyker (ML6), Primarch (No IC), I alone understand!, A Light in Endless Night
Wargear: The Burning Blade, Armor of the Golden God, The Aquilla's Grasp
-----Psychic God: The Emperor is the single strongest Psyker the galaxy has ever seen, and by a massive margin.
He allows the player controlling him to DTW on a 5+, possesses a 3+ save against Perils of the Warp, and has an immunity to Shadows of the Warp.
He also has several one use powers, with costs outlined.

-----A Light in Endless Night: The Emperor acts as a teleport homer, allowing perfect deepstriking to friendly units landing within 12 inches, grants an additional mastery level to every Friendly Psyker or Brotherhood of Psykers within 10 inches, is always your warlord (With a trait of your choosing), and allows friendly units within 12 inches to use his leadership. The Emperor Causes Daemons casting powers within 12 inches to Peril on Doubles, and not just Double 6s.

just change crematorium to a NOVA with a range of 18" since thats what you tried to make.
Also, im pretty sure he can deny the witch on better than a 5+. 6+ with a +1 for psyker, +1 for higher than you, and +1 for adamantine will. So he deny's on a 3+. Change that rule to say he keeps his DTW bonus on any psychic ability cast within 24" of him sorta like a super hood.

From reading the 7th Edition rulebook I got the impression that with each of your opponents successes you could use your psychic dice to deny the power on a roll of a 6.

Neither are Warlord titans given the whole "Destroying continents with one of my four weapon systems" thing, but they're scaled down for use.

the emprah should be T8, IMHO, having 7 wounds that can be hurt by bolter fire isn't that great. he should have hatred: Abbadon and Fear: Abbadon as he's the descendant of horus and it'll add a little bit of flavour to it.
I'd make the psychic god thing simply state that people have -1 to deny the witch against him. you have to be a sorceror yourself to stand a chance (or kharne, who would dumbfound the emprah slightly). I'd also have a rule saying if you fail to deny the witch with a sorceror/psyker against him, you suffer a perils result on that psyker as you've basically tried to stop a mental freight train with your fragile mind. if you succeed, you only do so on a failed ld check.
he currently still gets eaten by D weapons. I'd make the armour have a 2+ save, 3+ invuln and 4+ against things that allow no saves of any kind. he's the emprah, he get's the best.
I'm not sure what the emprahs fluff is concerning him & daemons, but I've not heard anything about him being specialised against them. so I'm not sure about the "Daemons peril on doubles" thing. making things like this, you have to make it about the fluff, not about adding everything you want. Too often I see toughness 10 this with a strength D that and a 24" nova that causes instant death and so on and so forth of people making their own unit to simply win games. I myself did this with my looted bastion, which already had 20-something guns, but I decided to try and squeeze a 4+ invulnerable kustom force field and boosts to meks weapons and so on into the rules. I took them out after one playtest proved that even at 2k points for 1 model it was OP. now it's just got lots of guns, 12 HP and 2 separate transport sections.
and don't repeatedly bump your thread. people see it, people choose not to post. posting yourself just makes people check the thread, grumble to themselves and look elsewhere.

For all the talk about Abaddon being the most favoured mortal champion of Chaos and his fancy sword, he's still vastly weaker than Horus before he had any real gifts from the Chaos gods going by their TT stats.
Nevermind the Horus who was basically acting as a vessel for the four and still got annihilated in a single hit when the Emperor decided his son was beyond hope.
Abaddon would be less than a flea to the Emperor, much less the Emperor fed with a thousand psykers every day for eleven thousand years and buoyed by the faith, belief, and worship of the majority of mankind.
Abaddon lost to Eldrad in single combat, the Emperor farts out light years wide warp storms when he's less than pleased.
Only one of these is going to be afraid of the other, and I somehow doubt it's the latter.
