Does anyone know about the possibility of building a Speed Freaks army? What rules are there for such a thing? Do you guys/gals think it will be in the new codex? Thank you in advance.

They are pretty much covered by the current Ork codex. There was a dedicated Speed Freak list for 3rd edition in Codex: Armageddon, but most of that - the ability to mount most squads in a trukk, ability to mount characters on bikes and nob biker squads - were rolled into the subsequent (current) codex making dedicated rules mostly redundant.

There is, in fact, a Trukk kit:

As for anything else, there might be a supplement for it, but it's entirely likely that you'll just have to build an army that's fast. Trukks, Nob Bikers, Bikes, Warbuggies - all of it's included in the current codex as an option, and it's unlikely that they'll go away for the next book.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

I recently ran a speed-freeks army in a slow-grow league, points going from 500 to 2000. never underestimate the terror of an entire army that just moved 25". with trukks having super-scoring now, the speed freeks are back in business!
as a general rule i take red trukks with planks, and a powerklaw in every mob. if there's a character (usually a KFF mek) he gets one too, so i dont lose the klaw attacks by declining a challenge (less of an issue now). bikerboss with bikernobs is expensive, but as long as they have a painboy they'll do the job really well.
i played a 2k speed freeks list for my first game of 7th edition, against chaos space marines, and won. the bikerboss killed 750 points of stuff, including typhus, a terminator champion and a bloodthirster. stormboys make a wonderous distraction, bikers mow down infantry really well and deffkoptas get me first blood almost every time i use them, as long as i use them well.

much as i hate this advice when people give it, I'd say wait for the new codex to drop. It'll be here in about 2 weeks. until then, if you're keen to start making & painting, I'd say get a couple of boxes of boys and make yourselves some squads of 12 (Personally I made mine into 'teams' with different colours, then I have them competing with one another for the big kills, kind of a minigame in itself!). always have a powerklaw nob with a bosspole, it'll save your bacon more often than you'd think.
You'll need to decide between shootas and sluggas. as a trukka army, I generally do a 50:50 balance between the two, typically 3 trukks of each. Boarding planks are a must have at the moment, but they might be removed or nerfed (expecting a single attack rather than a single model's worth of attacks now).
Bikers are a good one for mowing down light infantry like eldar and tau, as they have S5 guns with a lot of shots & twin-linked.
I would reccomend the ork battleforce, but it's been taken off the site and no doubt will be replaced with a box containing deff dreads and nobs rather than boys, a trukk and bikers. if you can find the old battleforce with that in it on third party sites or ebay, it's a good way to kick start the speed freeks.
once the new codex drops, I'l llook through it to see how the speed freeks have changed with the inevitable introduction of animosity, and I'll give you some up-to-date advice on what I think will be good this edition

Really great advice. I was thinking that buying boyz was going to be ok regardless of the new codex, so thank you on that. The Trukk and the Flyer has been my two selling points on Orks. The new buggie should push me over the edge and get me into the army. I know I want Orks, now I have to decide how to paint them.
Thanks again for the suggestions. I will post some picks of color choices. Your idea of different colors for squads is just brilliant. I will credit you on it. How do you want me to say it, "Some Bloke" on dakka gave me the idea. It is inspired and has really got me fired up. Thanks tons.
Edit: I checked your gallery. Can you post some more pics of your boyz? I really like the mega deff kopta.

Glad i could inspire! I'll be posting some more konversions sometime soon, finally digging them all out of their boxes. got to show off my bikerboss too, who's roughly the size of a dreadnaught, and the bike is the size of a trukk XD I never know when to stop building!
but yes, boys will always be the best bet for starting up an army. just don't forget that, as you increase in points, don't stop buying boys! I currently have more transport capacity in my army than models to fill it!
