I am not sure about this.

This is a tough question. I'll hazard that you cannot do so. For flyers. FMC is questionable but I still believe no.

My reasoning is
1. For flyers
sweep attack is not an "assault" during assault phase but it is an attack during the movement phase. However, you are unable to tank shock or ram a flyer during your movement phase. These are also attacks during the movement phase. So based on that I would say no for flyers.

2. For FMC
These guys have no equivalent rule saying they cannot be hit during the movement phase. But going by equivalence, they cannot be assaulted because they are too high. Thus, for your melee weapon on the chariot to reach them sounds impossible as well. So, no for FMC as well.

Previous FAQ said no, so without any clear evidence one way or the other that is how I would play it.
