Sorry all - uninformed noob here that has only been able to flirt with the idea of playing more 40k TT since I had people to play with back in 3rd edition.

Unbound armies fascinate me, and I thought I heard that all Forgeworld models/books etc are now legal. I have no idea if 7th edition has anything to do with this or not.

But typically/generally speaking, will tournaments these days allow Forgeworld models and rules in their games?

It isn't "fluff" - it's lore.

As the rulebook states all methods of army building requires your opponent's consent.

There's no general answer.
Each tournament has it's own rules, you'll have to check with them.
GW's own Throne of Skulls has started to allow them, the rest I can't say.

The biggest offenders of brokenness have been hit pretty hard in 7th. Sabre platforms are now just AA and not anti-everything like they used to be, and thudd guns are now a vehicle squadron in the base AM book (hello Wyverns). Some of the new space marine things can be powerful, but they're priced pretty well for what they do.

Lets put it this way.... There is nothing in the 7E rulebook that would change the 'legal' status of using FW models.

IOW, the same yes/no arguments are in play as they were before.

They are legal as ever. Some tournaments choose to place an arbitrary restriction on forgeworld, no different to stopping tau or eldar
