Hey guys! Need opinions on a rule from 7th. Here's the rule.

“Models in the Way
A model cannot move within 1" of an enemy model unless they are charging into close combat in the Assault phase, and can never move or pivot (see below) through another model (friend or foe) at any time. To move past, they must go around"

Scenario

2v2 game. Opponent tried to move his solo IC that was surrounded by his team mates units (not battle brothers. We just said team mates were friendly) he wanted to through his mates fire warriors, which were around half an inch from the next fire warrior (as a whole it was tight quarters due to terrain and models. I said there wasn't enough for him to do so (believing there needed to be roughly base width between models for him to go between them). Next turn his HQ was instant killed by a blastmaster. He cried fowl that he should have been able to move and that wouldn't have happened. Anyway, my opinion of this rule while not spelled out is that the model must be able to fit between models (based on models base). Otherwise, it can't move through.

I know part of this May be tough to call w/out seeing it.

You were right. You have to be able to fit the base through a gap between models. Bases are considered part of the model for this purpose.

Explicitly stated in 7th edition rule book, movement. Can't grab a page ref tight now

Try looking at [The Movement Phase section, Movement distance heading, Models in the way sub-section.] This should be what you are looking for

I know about that rule. But in that rule it doesn't specifically state "how" models can or can't fit. So I was checking to see if there was another specific rule or If it were just an understood rule that for models to move between, do their bases essentially have to fit through w/e gap they wasn't to fit through?

I.e. Can a terminator go through two friendly models that are less than an inch apart or does he have to go around both models because the model itself is to big to fit between them?

You cannot move one base through a gap it cannot fit through. As you cannot move over bases a gap that is too small because of model bases is too small...
